We are pleased to present the definitive book on Redevelopment in California. Did you know that a prior city council declared Mission Viejo “blighted” in order to divert property taxes from normal channels. Mission Viejo has a redevelopment agency that encompasses much of the commercial property in the south part of the city. The agency owes more than $80 million on bonds issued for the benefit of various businesses, including the Mission Viejo Mall (Shops at Mission Viejo).
