PUBLIC COMMENT PROCEDURE

Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Commission may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience.

PUBLIC COMMENTS – NON AGENDA MATTERS AND AGENDA MATTERS OTHER THAN PUBLIC HEARINGS

This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda unless the Commission makes a decision to extend the time period.

CONSENT CALENDAR

All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action.

2. Status Report Planning and Transportation Commission Matters
Recommended Action: Receive and file report.

PUBLIC HEARINGS

3. Planned Development Permit PDP2010-225 and Minor Exception ME2011-100, being petitions submitted by Core Communications Group, agent for Verizon Wireless, to construct a wireless telecommunications facility at 24501 Marguerite Parkway, Jeronimo Commercial Center, in the CN (Commercial Neighborhood) zone. The Applicant is proposing two alternative designs for the wireless telecommunications facility. Alternative One is a 38’-6” high tower (39’-2” high to top of GPS antenna) containing 12, 4’ tall panel antennas with 1 global positioning antenna (GPS) antenna. Alternative Two is a 38’-6” high slim line pole (39’-2” to top of GPS antenna) containing 6, 4’ tall panel antennas with 1 GPS antenna. Depending upon the preferred alternative, the tower or pole structure will be located on a landscape island within the parking lot at the same location as an existing freestanding kiosk. The applicant will demolish the kiosk if the subject application is approved. In addition, proposed radio equipment will be located within an existing vacant suite at the adjacent one story commercial building. Minor Exception ME2011-100 is submitted by the applicant in conjunction with the revised submittal to allow for the increase in height above the City’s 35’ building height limit for commercial zones. This application replaces a prior submittal (PDP2010-225 & VAR2011-40) by the Applicant for a 49’-2” tall freestanding tower structure housing 12 panel antennas and 1 GPS antenna.
Procedure: Staff report; public hearing; discussion and determination.
Recommended Action: Adopt resolution approving PDP2010-225 and ME2011-100.

4. Conditional Use Permit CUP2011-309, being a petition submitted by Phillip Schwartze of the PRS Group, agent for Scott Ramser of Ramser Development Corporation, to operate a temporary recreational vehicle storage facility at the 26.85-acre former Unisys site located at 25725 Jeronimo Road, in the BP (Business Park/ Industrial) zone. The applicant proposes to utilize a significant portion of the parking lot for the storage recreational vehicles (RV), and to use the interior of the existing vacant building for RV storage and office space. The RV parking areas will be fenced, screened and restriped to accommodate different types of RV, including various sized trailers, motor homes, and boats. In addition, the applicant proposes to utilize 33,500 sq. ft. (approx.) of the existing interior building for office space, 200,840 sq. ft. (approx.) for indoor RV storage, and 69,200 sq. ft. (approx.) for self storage. Access to the site will be primarily from Jeronimo Road.
Procedure: Staff report; public hearing; discussion and determination.
Recommended Action: Adopt resolution approving CUP2011-309.
