CITY OF MISSION VIEJO PLANNING AND TRANSPORTATION May 24, 2010 A G E N D A Mission Viejo City Hall, 200 Civic Center CALL TO ORDER 6:30 PM PLEDGE OF ALLEGIANCE: Led by Chairman Sandzimier ROLL CALL: PUBLIC COMMENT PROCEDURE Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Commission may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience. PUBLIC COMMENTS – NON AGENDA MATTERS AND AGENDA MATTERS OTHER THAN PUBLIC HEARINGS This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda unless the Commission makes a decision to extend the time period. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action. 1. May 10, 2010, Minutes 2. Status Report Planning and Transportation Commission Matters PUBLIC HEARINGS 3. Initial Study / Mitigated Negative Declaration for the Oso Parkway Widening improvements. The proposed project includes the improvement of a road segment of Oso Parkway from Interstate-5 to Country Club Drive. The improvements along this segment include street widening from 6 lanes to 8 lanes between Country Club Drive and Interstate-5, the construction of a retaining wall, improvements to Oso Parkway Bridge at Oso Creek, and the relocation of utilities and sidewalks. The length of the improvements along Oso Parkway is approximately 2,200 feet (0.4-mile). 4. Conditional Use Permit CUP2010-282, being a petition submitted by Stephanie Laylon, agent for “Tapestry,” A Unitarian Universalist Congregation, to permit a 3,813 sq. ft. (4,345 gross sq. ft.) church in an existing office complex at 23436 Madero, Suite 140, HighPark, in the BP (Business Park/ Industrial) zone. The proposed church includes a 1,300 sq. ft. sanctuary, 993 sq. ft. fellowship hall, Sunday school classrooms, and office and storage space.
