Recommended Action: Approve the reading by title of all ordinances and resolutions and declare that said titles which appear on the public agenda shall be determined to have been read by title and further reading waived.

2. City Council Minutes (0410-60)

Recommended Action: Approve the Open Session Minutes for the Regular Meeting of September 18, 2006, as presented or amended.

3. Summary of Fiscal Year 2006–2007 Budget Amendments to Date (0330-30)

Recommended Action: Receive and file the report. 

4.Check Register Dated September 8, 2006, in the Amount of $477,769.51 (0300-30)

Recommended Action: Ratify the accompanying check register.

5.Check Register Dated September 15, 2006, in the Amount of $887,492.04 (0300-30)

Recommended Action: Ratify the accompanying check register.

6.Amendments to Professional Services Agreement with Techniform (0400-10)

Recommended Action: Approve the Second, Third and Fourth Amendments to the Professional Services Agreement with Techniform to expand the scope of work for the printing of the City Outlook newsletter and Leisure Time brochure for a total not-to-exceed amount of $201,541.00 for 2005-2007.

7.Intelligent Transportation Systems Integration Services (CIP 775), Federal Project No. ITS 00-5451(14) (0400-10) (0330-30)

Recommended Action: (1) Approve Change Order 4 in the amount of $128,647.00 to Purchase Order 050182 to Iteris, Inc., for the above-referenced project for implementation of Task 2.2: Video Detection System Integration; Task 3.2: Caltrans Intertie; and Task 5.2: Traffic Management Center (TMC) Display Systems; and (2) adopt Resolution 06-XX Amending the Fiscal Year 2006–2007 Budget for Costs Related to the Intelligent Transportation Systems Integration Services (CIP 775).

8.Rental Fee and Use Policy for Mission Viejo Library’s Small Study Rooms A, B and C (0750-10)

Recommended Action: Approve the rental fee and use policy for the Mission Viejo Library’s Small Study Rooms A, B and C.

8A.Grant Funding Application for an Oso Creek Trail Connection and Enhancement Project (0390-34)

Recommended Action: (1) Adopt Resolution 06-XX Authorizing the Submittal of a Grant Application to the State of California Department of Parks and Recreation for Grant Funds Under the Recreational Trails Program for the Oso Creek Trail Connection and Enhancement Project in Mission Viejo.
