CITY OF MISSION VIEJO SEPTEMBER 11, 2006 A G E N D A Mission Viejo City Hall, 200 Civic Center CALL TO ORDER 7:00 P.M. PLEDGE OF ALLEGIANCE: Led by Commissioner Sandzimier ROLL CALL: PUBLIC COMMENTS - NON AGENDA MATTERS AND PUBLIC HEARINGS Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience. PUBLIC COMMENTS - AGENDA MATTERS OTHER THAN PUBLIC HEARINGS This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Any person wishing to address the Commission on these matters must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action. 1. OPERATION CLEAN STREET OUTREACH: STATUS UPDATE – CITY OF MISSION VIEJO STREET SWEEPING IN RESIDENTIAL NEIGHBORHOODS Rec. Action: Receive and file report. PUBLIC HEARING 5. CONDITIONAL USE PERMIT CUP2006-240 Petition submitted by Roger Barbosa of Milestone Management, agent for CVS Pharmacy, to change the pharmacy’s approved Alcohol Beverage Control (ABC) License from Off-Site Beer and Wine to Off-Site Beer, Wine and Distilled Spirits at the future 13,013 sq. ft. CVS Pharmacy at 25511 Muirlands Boulevard, Vista Paint Plaza, in the CN (Commercial Neighborhood) zone. Procedure: Staff report; public hearing; discussion and determination. Rec. Action: Adopt resolution approving CUP2006-240. new business 6. REVIEW OF CROSSING GUARD REQUEST AT LA PAZ ROAD AND MOSQUERO LANE Procedure: Staff report; public comments; discussion and determination. Rec. Action: 1. Review and recommend to City Council regarding the need for a crossing guard at La Paz Road and Pradera Drive. 2. Review and recommend to City Council regarding the removal of the easterly crosswalk at La Paz Road and Mosquero Lane. 7. REVIEW OF PARKING RESTRICTIONS ON TRABUCO ROAD Procedure: Staff report; public comments; discussion and determination. Rec. Action: 1. Recommend to City Council approval of a 12AM – 5AM parking restriction on Trabuco Road between Via Nuez and Modesto. 2. Recommend to City Council approval of a “No Stopping” restriction on Trabuco Road from Modesto to Los Alisos. 8. REVIEW OF PARKING RESTRICTIONS ON CAMINO ADELANTO AND CALLE ESTILO Procedure: Staff report; public comments; discussion and determination. Rec. Action: 1. Recommend to City Council the installation of a “No Parking – Anytime” restriction on the south curb of Camino Adelanto between Jeronimo Road and Calle Estilo for 67 feet. 2. Recommend to City Council the installation of a “No Parking – Anytime” restriction on the east curb of Calle Estilo from Camino Adelanto to 25 feet south, from Avenida Bonachon to 25 feet north, and from Avenida Bonachon to 25 feet south to assure sight distances at the intersections.
