CITY OF MISSION VIEJO PLANNING AND TRANSPORTATION MARCH 27, 2006 A G E N D A Mission Viejo City Hall, 200 Civic Center CALL TO ORDER 7:00 P.M. PLEDGE OF ALLEGIANCE ROLL CALL: PUBLIC COMMENTS - NON AGENDA MATTERS AND PUBLIC HEARINGS Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience. PUBLIC COMMENTS - AGENDA MATTERS OTHER THAN PUBLIC HEARINGS This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Any person wishing to address the Commission on these matters must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action. 1. MARCH 13, 2006, MINUTES Rec. Action: Approve Minutes. 2. STATUS REPORT PLANNING AND TRANSPORTATION COMMISSION MATTERS Rec. Action: Receive and file report. PUBLIC HEARING 3. DEVELOPMENT CODE DCA2006-7 Proposed Ordinance amending Sections 5.01.010, 5.03.200, 5.03.208, 5.03.220, 5.03.226, 5.03.230, 5.03.232, 5.03.236, 5.03.244, and 5.03.246 pertaining to Massage Establishment regulations and Sections 9.01.050, 9.59.110, 9.59.115, and 9.59.140 of Title 9 of the Mission Viejo Municipal Code pertaining to Nuisance Abatement. Procedure: Staff report; public hearing; discussion and determination. Rec. Action: Adopt resolution recommending approval of proposed Ordinance to the City Council. OLD BUSINESS 4. REVIEW OF REQUEST TO INSTALL SPEED HUMPS ON PADILLA AND LAS NIEVES Procedure: Staff report; public comments; discussion and determination. Rec. Action: Deny the request for speed humps to be placed on Padilla and Las Nieves on failure to meet all ten criteria. NEW BUSINESS 5. REVIEW OF REQUST TO INSTALL SPEED HUMPS ON LIMB AND BOUGH Procedure: Staff report; public comments; discussion and determination. Rec. Action: Deny the request for speed humps to be placed on Limb and Bough and Las Nieves on failure to meet all ten criteria. 6. CITY OF MISSION VIEJO COMMENTS ON THE DRAFT PROGRAM ENVIRONMENTAL IMPACT REPORT FOR THE CITY OF LAKE FOREST OPPORTUNITIES STUDY Procedure: Staff report; public comments; discussion and determination. Rec. Action: 1. Review and provide input to staff’s initial comments on the Draft Program Environmental Impact Report for the City Lake Forest Opportunities Study; and 2. Direct staff to transmit these comments, as revised, to the City of Lake Forest by said Agency’s extended public review period deadline of March 28, 2006. COMMITTEE REPORTS
