PUBLIC COMMENTS - NON AGENDA MATTERS
Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience.

Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda.

4. GENERAL PLAN AMENDMENT GPA2005-24, ZONE CHANGE ZC2005-17,TENTATIVE TRACT MAP TTM16877, PLANNED DEVELOPMENT PERMIT PDP2005-146, PLANNED DEVELOPMENT PERMIT PDP2005-147, CONDITIONAL USE PERMIT CUP2005-230, DEVELOPMENT AGREEMENT DA2005-2, AND ENVIRONMENTAL IMPACT REPORT
Petitions submitted by Steadfast Companies and Target Corporation for the future development of 23.4 acres of undeveloped land at 25565 Los Alisos Boulevard (adjacent to Unisys) in the City’s BP (Business Park/Industrial) zone. The proposed project consists of a residential and a commercial component. The residential component proposes development of up to a maximum of 144 residential town home units, up to a maximum of 15% of which will be designated as affordable units, on approximately +10.0 acres. The commercial/retail use will include up to +140,791 square feet retail building and +100,000 square feet of surface parking on +13.4 acres of land. The subject site is generally situated easterly of the intersection of Jeronimo Road and Los Alisos Boulevard and further described as Assessor Parcel Number 809-541-11. The applicants are proposing commercial use on approximately 13.0 acres of the site and residential town homes on approximately 10.5 acres of the site. General Plan Amendment GPA2003-24 proposes redesignation of the residential portion of the site from Business Park to Residential 30 (14.0 - 30.0 dwelling units per acre). Zone Change ZC2005-17 proposed redesignation of the residential portion of the site from the BP (Business Park/Industrial) zone to the RPD 30 (Residential Planned Development) zone, which is defined as a maximum of 30 dwelling units per acre. Tentative Tract Map TTM 16877 is a petition to subdivide the site to ccommodate the commercial and residential components of the project. Planned Development Permits PDP2005-146 and PDP2005-147 are proposed to address the details of the residential and commercial / retail components of the project (i.e. proposed buildings, site layout, architecture, landscaping, parking, and other site-specific elements). Conditional Use Permit CUP2005-230 is proposed for the sale of alcohol on the commercial / retail component. Development Agreement DA2005-2 will govern the future specific use and development of the property.

5. TENTATIVE PARCEL MAP TPM2003-152
Petition submitted by James Needham of JRN Civil Engineers, agent for Passco Real Estate Enterprises, to subdivide an existing lot (Lot 21 of Tract 7024) into two parcels for future real estate sale at 25800 Jeronimo Road, in the BP (Business Park/Industrial) zone. This parcel map was previously approved by the Planning and Transportation Commission on May 27, 2003, but subsequently expired.
