Recommended Action: Adopt CDA Resolution 09-XX Amending the FY 2009-10 Budget for Carryover Appropriations From FY 2008-09

Recommended Action: Adopt: 1) Resolution 2009-XX, amending the FY 2008-09 Budget for year-end adjustments in certain accounts; and 2) Resolution 2009-XX, amending the FY 2009-10 Budget to reflect final carryovers from FY 2008-09

11. City Treasurer's Annual Report for Fiscal Year 2008-09 and Annual Review of City's Investment Policy
Recommended Action: 1) Receive and file the accompanying City Treasurer’s Annual Report for fiscal year 2009-10; 2) adopt Resolution 2009-XX approving the City’s Investment Policy for FY 2009-10; and 3) set the Benchmark Index for FY 2009-10 to be a Government Securities Index comprised of 60% three-month Treasury Bills; 25% Treasury and Agency securities with maturities greater than one year and up to three years; and 15% Treasury and Agency securities with maturities greater than three years and up to five years.

12. Community Development Agency (CDA) Treasurer's Annual Report for Fiscal Year 2008-09 and Annual Review of the CDA Investment Policy
Recommended Action: (1) Receive and file the accompanying Treasurer's Annual Report for fiscal year 2008-09; and (2) adopt Resolution 2009-XX approving the Agency's Investment Policy for FY 2009-10.

13. Community Development Financing Authority (CDFA) Treasurer's Annual Report for Fiscal Year 2008-09 and Annual Review of the CDFA Investment Policy
Recommended Action: (1) Receive and file the accompanying Treasurer's Annual Report for fiscal year 2008-09; and (2) adopt Resolution 2009-XX approving the Authority's Investment Policy for FY 2009-10.

14. Claim Against the City - Timberline Homeowners Association vs. The City of Mission Viejo
Recommended Action: Reject claim.

15. Planning and Transportation Commissioner Resignations
Recommended Action: Accept the letters of resignation from Planning and Transportation Commissioners Andrew Quinio and Rich Atkinson, declare two vacancies and direct the City Clerk to post a notice of the unscheduled vacancies.

16. 2009 Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) Fund Distribution Agreement
Recommended Action: (1) Approve the Agreement to Transfer Funds for FY 2009 Recovery Act Edward Byrne Memorial Justice Assistance Grant (JAG) Program; and (2) Adopt Resolution 09-XX Amending the FY 2009-10 Budget for Revenue and Expenditures Related to the Fiscal Year 2009 Recovery Act Edward Byrne Memorial Justice Assistance Grant Program.

17. Records for Electronic Retention – Community Development and Public Works
Recommended Action: Adopt Resolution 2009-XX Authorizing and Directing the City Clerk to Destroy the Original Formats of Certain City Records and Documents that have been Electronically Imaged Pursuant to the Government Code of the State of California
