CITY OF MISSION VIEJO CALL TO ORDER 6:30 PM PLEDGE OF ALLEGIANCE: Led by Commissioner Schweinberg ROLL CALL: PUBLIC COMMENT PROCEDURE Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Commission may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience. PUBLIC COMMENTS – NON AGENDA MATTERS AND AGENDA MATTERS OTHER THAN PUBLIC HEARINGS This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda unless the Commission makes a decision to extend the time period. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action. 1. May 11, 2009, Minutes 2. May 26, 2009, Minutes 3. Status Report Planning and Transportation Commission Matters PUBLIC HEARINGS 4. General Plan Amendment GPA2009-28, Development Code Amendment DCA2009-13, and Development Code Amendment DCA20009-14, being City-initiated petitions to update the Housing Element of the General Plan and amend the City’s Municipal Code. GPA2009-28 updates the City’s adopted Housing Element of the General Plan as required by State law. The Housing Element consists of housing goals and policies for the City. Specific housing programs that will implement these goals and policies are identified. In addition, the Housing Element summarizes the City’s existing and projected housing providing the basis for targeting policies and programs to address these needs. The goals and policies of the draft Housing Element carry forward much from the City’s existing Housing Element, with refinements and new programs to address changed circumstances and new state laws. DCA2009-13 is a proposed Ordinance amending Section 9.10.020 of Article II of Title 9 of the Municipal Code regarding density bonuses and affordable housing. DCA2009-14 is a proposed Ordinance amending Chapter 9.12 of Article II of Title 9 of the Municipal Code regarding the Business Park / Industrial Zone to allow for the By Right construction of emergency shelters.
