PUBLIC COMMENTS - NON AGENDA MATTERS AND PUBLIC HEARINGS
Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience.
PUBLIC COMMENTS - AGENDA MATTERS OTHER THAN PUBLIC HEARINGS
This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Any person wishing to address the Commission on these matters must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda.
PUBLIC HEARING
1.PROPOSED DRAFT WIRELESS MASTER PLAN Review of proposed draft Wireless Master Plan prepared for the City of Mission Viejo by ATS Communications. The primary purpose of the Wireless Master Plan is to help the City take a proactive approach to handle the future development of cellular antenna sites. The goals and objectives for the creation of a Wireless Master Plan for the City of Mission Viejo are to: 1) Reduce the number of cell site locations needed for each carrier’s network deployment through a coordinated co-location system; 2) Develop design standards to mitigate the visual impact and appearance of these towers and antennas from view of the community in order to maintain existing viewscapes and preserve the visual appeal of the community; 3) Assist wireless companies to effectively enhance their networks through a coordinated effort to co-locate their antennas; and 4) Generate additional revenues for the City of Mission Viejo by offering and maximizing the use of public properties for the placement of wireless communications facilities and, where appropriate, obtain additional benefits for the community in the form of additional capital improvements.
To accomplish the goal of maximizing co-locations, the Wireless Master Plan identifies eighteen (18) City-owned properties that meet the needs of various wireless service providers. These eighteen (18) City-owned properties are generally identified as: Mission Viejo Animal Services Center, Marguerite Aquatics Center, Montanoso Recreation and Fitness Center, Abanico Open Space, Barbadanes Park, Coronado Park, Gilleran Park, Minaya Park, Napoli Park, Pacific Hills Park, Aurora Park, Christopher Park, Crucero Park, El Dorado Park, Melinda Park, Preciados Park, Seville Park, and Vista del Lago Open Space.
Procedure:Staff report; public hearing; discussion and determination.
Rec. Action:Upon completion of the Commission’s discussion, direct staff to forward the Commission’s comments to the City Council.
