PUBLIC COMMENTS - NON AGENDA MATTERS AND PUBLIC HEARINGS

Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall time limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience.

PUBLIC COMMENTS - AGENDA MATTERS OTHER THAN PUBLIC HEARINGS

This is the time for members of the public to address the Commission on matters, which are on the Commission’s consent calendar or on matters, which do not appear on the Commission’s Agenda. Any person wishing to address the Commission on these matters must fill out a “Request to Speak” form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. Under state law, no action can be taken on comments from the public if the matter is not on the Commission’s Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda.

CONSENT CALENDAR

All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action.

2.STATUS REPORT PLANNING AND TRANSPORTATION COMMISSION MATTERS
Rec. Action:Receive and file report.

3.REVIEW OF CITY OF MISSION VIEJO CAPITAL IMPROVEMENT PROGRAM FOR 2007-2009 BUDGET 
Rec. Action:Adopt resolution finding the Capital Improvement Program for the 2007-2009 Budget to be consistent with the City’s General Plan.

OLD BUSINESS

4.CIRCULATION AROUND NEWHART SCHOOL AREA

Procedure:Staff report; public comments; discussion and determination.
Rec. Action:Receive and forward the Commission’s comments to the City Council.

PUBLIC HEARINGS

5.CONDITIONAL USE PERMIT CUP2007-249

Petition submitted by Matthew Wheaton of Alicia Pet Clinic to permit a 6,000 sq. ft. (approx.) veterinary clinic at 25800 Jeronimo Road, Suite 100, Jeronimo Business Center, in the BP (Business Park/Industrial) zone.

6.PLANNED DEVELOPMENT PERMIT PDP2007-182

Petition submitted by Darrin Smith of Mission Viejo Christian Church to add 7th and 8th grade classes to the existing school at 27192 Jeronimo Road, in the CF (Community Facility) zone. The school anticipates that enrollment will decline for the 2007/2008 academic year from 290 students to 200 students, including the 7th and 8th grade students. The 7th and 8th grade students will use four of seven classrooms that are currently vacant because of declining enrollment. No site work or construction is proposed.

7. PLANNED DEVELOPMENT PERMIT PDP2007-186

Petition submitted by Haroon Hanasab to renovate 9,130 sq. ft. of existing retail building at 27500 Marguerite Parkway, in the City’s CN (Commercial Neighborhood) zone. The proposed renovation includes upgrades to the building exterior and site, including new tower elements, landscaping, and an outdoor patio dining area. The northerly portion of the site is on a separate parcel and is not part of the proposal.

8. PLANNED DEVELOPMENT PERMIT PDP2006-170

Petition submitted by Sandra Steele of PermitMe, agent for Royal Street Communications, to construct a wireless telecommunication facility on an existing Southern California Edison (SCE) tower located generally north of Los Alisos Boulevard near California Terrace Condominiums, in the City’s R (Recreation) zone. The site also includes an existing Nextel wireless telecommunication facility located on the SCE tower. The proposed application consists of six panel antennas flush mounted at approximately 38’ high on an existing 155’ high SCE tower. The proposed facility also includes four equipment cabinets within a new block wall enclosure, and a 2’ microwave antenna and a GPS antenna.

9.PLANNED DEVELOPMENT PERMIT PDP2007-184

Petition submitted by Julie Gutierrez of Sequoia Deployment Services, agent for T-Mobile, to construct a wireless telecommunication facility on an existing Southern California Edison tower at 28531 Melinda Road (Melinda Road near Castlewood) in the City’s R (Recreation) zone. The proposed application consists of 12 panel antennas (3 sectors with 4 antennas / sector) flush mounted at approximately 50’ high on an existing SCE tower. The proposed facility also includes a 2-foot parabolic dish antenna and equipment cabinets within an 8-foot high enclosure.

NEW BUSINESS

10.PERMIT PARKING ON REGINA

Rec. Action:Deny request.

11.REVIEW OF NO STOPPING OR PARKING EXCEPT BY PERMIT – SCHOOL DAYS ONLY FOR OSO ROJO LANE, LA QUILLA LANE, DE LA LUNA DRIVE, CONSUELO PLACE AND OLIVA PLACE.

Rec. Action:Receive public comment and continue to the Planning and Transportation Commission meeting of June 25, 2007 in order to provide additional notice.
