PUBLIC COMMENTS - NON AGENDA MATTERS AND PUBLIC HEARINGS
Any person wishing to address the Commission on any matter, either under the Public Comments section of the Agenda or scheduled items or public hearings, must fill out a "Request to Speak" form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. In speaking to the Commission, members of the public shall be limited to three minutes per person, except for the applicant for entitlement. The Chairperson may establish an overall tune limit for comments on a particular Agenda Item. Members of the public must direct their questions to the Chairperson of the Commission and not to other members of the Commission, the applicant, the Staff, or the audience.

This is the tune for members of the public to address the Commission on matters, which are on the Commission's consent calendar or on matters, which do not appear on the Commission's Agenda. Any person wishing to address the Commission on these matters must fill out a "Request to Speak" form available at the door. The completed form must be submitted to the Secretary prior to the Agenda item being called by the Chairperson. Under state law, no action can be taken on comments from the public if the matter is not on the Commission's Agenda unless the Commission makes a determination that (1) an emergency exists or (2) that the need to take action arose after the posting of the Agenda and that action must be taken before the next regular meeting of the Commission. There shall be an overall time limit of 15 minutes for the Public Comments portion of the Agenda.

All matters listed under the Consent Calendar are considered to be routine and all will be enacted by one roll call vote. There will be no separate discussion of these items unless members of the Commission that request specific items be removed from the Consent Calendar for separate action.

3.CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER) FOR CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG) FOR FISCAL YEAR 2006-2007 Rec. Action: Receive and file report.
PUBLIC HEARINGS
4.PLANNED DEVELOPMENT PERMIT PDP2007-188 (Continued from 8/27/07 meeting) Petition submitted by Amit Patel of Aspen Associates, agent for T-Mobile, to construct a wireless telecommunication facility at a Moulton Niguel Water District site at 26451 Lope De Vega Drive, in the R (Recreation) zone. The proposed facility will include the installation of a total of twelve panel antennas mounted on the side of the existing water tank. The application also includes a parabolic dish antenna mounted on the side of the water tank as well as equipment cabinets and a GPS antenna within a solid block enclosure. Procedure: Staff report; public hearing; discussion and determination. Rec. Action: Adopt resolution approving PDP2007-188.
5.CONDITIONAL USE PERMIT CUP2007-252 Petition submitted by Beth Aboulafia of Hinman & Carmichael, agent for Target Corporation, to permit a Type 20 "Off-Sale Beer and Wine" in conjunction with the existing Target retail store at 24500 Alicia Parkway, in the CC (Commercial Community) zone. Procedure: Staff report; public hearing; discussion and determination. Rec. Action: Adopt resolution approving CUP2007-252.
OLD BUSINESS
6. OPERATION CLEAN STREET OUTREACH: STATUS UPDATE OF RESIDENTIAL STREET SWEEPING MONITORING ACTIVITIES Procedure: Staff report; public comments; discussion and determination. Rec. Action: 1) Receive report; and 2) recommend to the City Council that the Public Services Department: a) implement continued voluntary compliance to encourage residents not to park on residential streets during street sweeping days; b) conduct additional monitoring of parked vehicles on street sweeping days; c) conduct continued outreach to the City's residential communities; and d) report back to the Planning and Transportation Commission in one year with an update of residential parking frequency, subject to the considerations and refinements in implementation as recommended by the Planning and Transportation Commission.
